After Supreme Court–Monitored Reverse Insolvency, RG Group to Deliver Homes to All 1,918 Buyers; Registry and Possession for Towers G & H to Begin Soon
Greater Noida: RG Group has announced a major milestone with the receipt of the Occupancy Certificate (OC) for Towers G and H of its flagship project RG Luxury Homes in Greater Noida West, Uttar Pradesh. These two towers comprise 464 flats, completing the Occupancy Certificate approvals for all 1,918 units in Phase 1 of the project.
With this, RG Luxury Homes becomes the first housing project in Gautam Buddha Nagar to successfully emerge from insolvency and secure OCs for all flats under the Reverse Insolvency framework, executed under the supervision of an Interim Resolution Professional (IRP) and monitored by the Hon’ble Supreme Court.
Occupancy Certificates Secured Across All Towers
Out of the total 1,918 flats in Phase 1:
-
854 units in Towers A, B, C, and M received OC earlier this year
-
600 units in Towers D, E, and F received OC in November 2024
-
464 units in Towers G and H have now received OC
Registry and possession for Towers G and H are expected to commence shortly.
Project Overview: RG Luxury Homes
RG Luxury Homes is a premium group housing development located in Sector 16B, Greater Noida West, spread across 18.5 acres. The project comprises 13 residential towers and features one of the largest landscaped podiums in the region.
Phase 1 of the project, consisting of approximately 1,918 units, entered insolvency proceedings in September 2019, disrupting what was once considered one of the most promising residential developments in the area.
Revival Through Reverse Insolvency
As per the NCLT process, an Interim Resolution Professional (IRP) was appointed, and a comprehensive revival plan was initiated in July 2021. The promoter, RG Group, submitted a detailed restoration roadmap covering funding arrangements, construction timelines, and delivery commitments.
The plan received strong backing from:
-
Homebuyers
-
Financial institutions
-
Greater Noida administration
-
The IRP appointed by the NCLT
Under continuous supervision by stakeholders and the IRP, construction resumed in October 2021, and the entire Phase 1 was completed within two years.
RG Group Leadership on the Milestone
Himanshu Garg, Director, RG Group, said:
“Receiving the Occupancy Certificate for the entire Phase 1 and delivering relief to 1,918 homebuyers was an extraordinary challenge, especially after the project went into insolvency. The unwavering patience and trust of homebuyers, along with the support of financial institutions and other stakeholders, gave us the strength to fulfil our commitment.
We warmly welcome customers who are taking possession across Towers A, B, C, D, E, F, and M. Possession for the remaining units in Towers G and H will also be completed very soon.”
IRP Calls It a Benchmark for the Real Estate Sector
Mr. Manoj Kulshrestha, Interim Resolution Professional, said:
“At a time when many real estate projects remain stuck in prolonged NCLT proceedings, resolving RG Luxury Homes within a defined timeframe was a challenging task. This achievement has created history and set a benchmark for the sector.”
He further noted that the promoters demonstrated exceptional commitment by selling personal assets, partnering with financial institutions, and—most importantly—maintaining homebuyers’ trust while ensuring construction quality throughout the process.
A Customer-Centric Development Philosophy
RG Group’s success is rooted in its focus on practical, customer-oriented homes and thoughtful design. The project integrates expansive green landscapes and community-centric spaces, encouraging resident interaction and sustainable living.
The company’s perseverance in completing the project—despite insolvency challenges, funding constraints, and regulatory oversight—stands as a testament to its commitment to consumers.
Legal Experts Hail Reverse Insolvency as a Landmark Model
Kumar Mihir, Advocate for the Insolvency Resolution Professional, said:
“Securing the Occupancy Certificate for RG Luxury Homes under the direct supervision of the Hon’ble Supreme Court is a shining example of how coordinated insolvency processes can revive stalled projects without turning adversarial.”
Saurabh Jain, Advocate, added:
“The completion of this project under the reverse insolvency framework, continuously monitored by the Hon’ble Supreme Court, is a landmark achievement for homebuyers and financial creditors. This judicially evolved model, endorsed by the highest constitutional court, demonstrates a commitment to substantive justice over procedural rigidity.”
He further noted that while reverse insolvency is not explicitly defined under the IBC, its successful application reflects judicial innovation aimed at addressing the unique challenges of real estate projects.
A Milestone for the Judiciary and the Real Estate Sector
The successful resolution of RG Luxury Homes marks a significant achievement not just for RG Group, but also for India’s judicial system—highlighting a pragmatic approach that prioritises resolution and delivery in the real estate sector over rigid legislative interpretation.
